What is a Home Care Package?

If you are 65 and over, a Home Care Package (HCP) is one of the ways that you can access affordable care services to help you at home. It is a government-subsidised program that provides a coordinated package of personalised home care services, such as domestic assistance, meal preparation, transport, mobility equipment, and nursing care. The package has four levels of funding, and each person is allocated the level that is best suited to their needs.

Under the Home Care Package program, services are delivered by providers who are approved by the government – either private, community-based or non-profit organisations. To ensure people have control over their care, Home Care Package recipients can choose the provider they would like to receive services from, and then work with them to create a care package that they are happy with.

Are you looking for Home Care Package providers in Sydney? Home Caring is here to help. Our team of qualified carers and nurses are passionate about helping people in the community achieve independence through quality services. For more information, please get in touch.

Who is eligible for a Home Care Package?

To be eligible for the Home Care Packages program in Australia, you must be 65 years or older (50 years or older for Aboriginal and Torres Strait Islander people), and assessed by an Aged Care Assessment Team (ACAT) as requiring support to remain living independently in your own home.

Your financial situation doesn’t affect your ability to access a Home Care Package, though you may be asked to contribute towards the cost of your services, depending on your circumstances. If you only need a small amount of support, you may be eligible for help through the Commonwealth Home Support Program instead.

What are the different Home Care Package levels?

Everyone’s needs are different, and some people need more help than others. Home Care Packages are available as four levels, each with varying funding amounts to suit different needs. Here’s a brief summary of what the four different Home Care Package levels in Sydney offer.

Home Care Package Level 1 in Sydney – this level is for older people who have basic level care needs. As entry level support, it’s designed to give you extra help during the week, and may involve one or two visits a week from a professional care worker.

Home Care Package Level 2 in Sydney – this is the most common type of package in Australia. If you have low level care needs (more than basic level care, but not as much as complex care), this level of funding provides help with daily tasks so you can keep living happily in your local community.

Home Care Package Level 3 in Sydney – this is for people with intermediate care needs, but who don’t require complex care. This usually means accessing daily support, such as getting dressed in the morning, dementia care, nursing services or medication management.

Home Care Package Level 4 in Sydney – this is the highest level of care available on the Home Care Packages program, with the maximum hours of care. This includes a wide range of services, including nursing care for complex health conditions and 24/7 support.

Looking for a Level 3 Home Care Package in Sydney, or a Level 4 Home Care Package in Sydney? Home Caring provides personalised care service at every level, to suit your individual needs. For more information, please get in touch for your free consultation.

How do I apply for a Home Care Package?

To apply for My Aged Care Home Care Packages in Sydney, here are the steps you need to take.

  • Apply for an assessment through the My Aged Care portal. My Aged Care is the starting point for accessing government-funded aged care in Australia. To apply for a Home Care Package, you’ll first need to apply for an ACAT Assessment (Aged Care Assessment Team) either on the My Aged Care website or by calling 1800 200 422. The application takes around 20 minutes, and asks you questions about your health, how you’re going at home, and what services you are already receiving. You’ll need your Medicare card to do the assessment.
  • Do an ACAT assessment in your home. Once you have successfully applied for an assessment,anACAT assessor will contact you to arrange a face-to-face meeting in your home. During this assessment, they may talk to you further about how you are managing with everyday tasks, ask for permission to talk to your doctor about your medical history, and explain what type of government-funded care you might be eligible for. You can have a family member or friend with you for the assessment for support.
  • Receive your Home Care Package approval letter. If you have been approved for a Home Care Package, you will receive a confirming your funding, and the level you have been allocated. You are then placed in a national queue for access to home care, and be notified when a package has been assigned to you.
  • Choose a home care package provider. While waiting, you can start researching Home Care Package providers who can deliver the services that are funded in your package. Only approved providers can provide Home Care Packages, as they have satisfied the legal and social requirements to do so.

How long can I expect to wait for a Home Care Package?

Home Care Packages are allocated according to a national priority system that is based on the date you are approved, and how urgently you need care. When you receive your approval letter, you will be placed in a queue to wait until a Home Care Package becomes available. According to the My Aged Care website, the current wait time is approximately one to three months. You can find out how long your expected wait time is through your My Aged Care account.

If you need care while you are waiting, there are a few options available to you. The first is to seek assistance through the Commonwealth Home Support Program (another government-funded aged care service) which may give you access to specific services. Your assessor will be able to provide more details about this support option. Another option is to pay for private care from a non-government service provider to tie you over until your package is available.

What is the cost of Home Care Packages in Sydney?

Home Care Packages is a government-funded program, which means the government subsidises the cost of care. There are four levels of Home Care Package funds ranging from Level 1 (for basic care needs) to Level 4 (for high-level care needs). The government subsidy for each level of funding varies, with Level 1 having the lowest subsidy and Level 4 having the highest subsidy.

If you are eligible for a Home Care Package, there may be additional fees and charges that you need to pay in addition to the government funding you receive. This amount will depend on your individual financial circumstances, what assets you own, and the fees that your provider charges. To get a better idea of the cost of a Home Care Package funding in Sydney, it’s a good idea to speak with your provider about your individual needs and circumstances.

What is the difference between the NDIS and a Home Care Package?

The Home Care Packages program and the NDIS are both government-funded services that offer consumer choice and control, but they support two different groups of people in the community.

A Home Care Package is for older people (those who are over 65 years old, or 50 years old for Aboriginal and Torres Strait Islander people) who need assistance to live safely and independently in their own home. The NDIS is for people who are living with a permanent and significant disability, need support, and are under the age of 65. Both programs are run by different government departments, and require an assessment to determine eligibility.

Home Caring provides Home Care Package and NDIS services to help people in the community be independent. To find out which option is best for you, please get in touch for a free consultation.

How can a Home Care Package help me live at home for longer?

Choosing to live at home rather than an aged care facility is becoming increasingly common amongst older Australians. Some prefer staying near their family and regular support system, while others want to continue being part of their local community as they grow older.

Living independently at home can be challenging, though, if you struggle with doing everyday tasks. A Home Care Package provides a range of coordinated services from a professional care worker to assist with daily tasks. This might include cleaning your home, grocery shopping, meal preparation, transportation to appointments, personal care, and allied health care services.

Receiving this kind of support can make everyday life easier, helping you maintain your independence for longer and prevent premature entry into an aged care home. It can also help you take better care of your mental and physical health, prevent severe health complications in the future, and help you stay in touch with the community. Family members also can have peace of mind, knowing that support is readily available for you when you need it.
