What is a Home Care Package?

A Home Care Package is an Australian government program that helps seniors to continue living in their own homes for as long as possible, with their choice of care provider. It provides a range of support services that are tailored to meet each person’s unique needs, such as help with cleaning, cooking, personal care, nursing services, medication management, social activities, therapies or transportation.

Home Care Packages are funded by the government, and seniors can choose a provider to deliver the services they need. The aim is to provide assistance that enables seniors to maintain their independence and quality of life, all while staying in the comfort of their own home.

How much does a Home Care Package cost?

How much Home Care Packages on the Sunshine Coast cost can differ, as it depends on how much support you need, the type of care you're accessing, and your financial situation. Home Care Packages are funded by the Australian Government, which subsidises the cost and makes it much more affordable for seniors.

If you are eligible for a Home Care Package, you may be asked to contribute to the cost of your services through three different fees:

  • A basic daily fee – this fee is set by the government as a proportion of the single basic age pension, and differs based on the level of Home Care Package you are receiving. Not all Home Care Package providers ask you to pay a basic daily fee, so find out if a provider charges this fee when researching your options.
  • An income tested care fee – you might have to pay this fee on top of your Home Care Package funding on the Sunshine Coast, depending on your financial situation. This fee is based on an income assessment. Full pensioners do not pay an income tested fee. You can use the fee estimator tool on the My Aged Care website to find out if you need to pay an income tested fee, and what amount it might be. There is annual and lifetime cap that applies to this fee, and once you reach it, you cannot be asked to pay any more.
  • Additional fees – some care providers may charge additional fees for services that are not covered by the package, such as certain equipment or supplies.

What are the different levels of Home Care Packages?

Home Care Packages aim to assist people who wish to age in their homes by providing a coordinated set of services to meet their needs. To cater for different needs, there are four levels available, each one providing a different amount of funding for services.

Home Care Package Level 1 on the Sunshine Coast – this entry-level form of support is suitable for people with basic care needs. It provides a small amount of funding for basic services such as domestic assistance, meal preparation, grocery shopping, social activities, gardening assistance, transport and personal care. Getting this support can make it easier to stay at home, and even help prevent prematurely moving into an aged care facility or residential care centres.

Home Care Package Level 2 on the Sunshine Coast – this is the most common level of care in the Home Care Packages program. Suitable for seniors with low-level care needs, level 2 provides a moderate amount of funding for services such as personal care, independent living aids, basic care equipment, nursing and allied health services, meal preparation, and assistance with mobility. It can be adjusted as your situation changes, and you need more services.

Home Care Package Level 3 on the Sunshine Coast – this level of care is suited to seniors who have intermediate care needs, but don’t quite require complex care. This could meal daily support for personal care, medication management, nursing services, home modifications (e.g. installing safety rails in your home), social support, allied health therapies and domestic assistance. A level 3 package also provides funding for specialist services such as dementia care, complex nursing care, hearing and vision services, or care for cognitive needs.

Home Care Package Level 4 on the Sunshine Coast – this is the highest level of care in the program, and is suitable for people with high-level care needs. A Level 4 Home Care Package provides the maximum hours of care, and includes a wide range of services, such as continence management, complex care, clinical care, 24-hour support, respite care, specialist care, and more.

What is an ACAT assessment?

An ACAT Assessment (Aged Care Assessment Team) is a one-on-one evaluation with a healthcare worker to determine what kind of government-funded care is best for your needs. You can apply for one through the My Aged Care website or by calling 1800 200 422. Someone can also apply on your behalf.

If you are eligible for an ACAT assessment, an assessor (generally a healthcare professional or social worker with aged care experience) will meet you in your home. They will chat to you about your health, what kinds of things you are struggling with, how you are going at performing daily activities such as bathing, dressing and cooking, what supports you already have in place (e.g. family members who provide care for you), and what type of aged care you might require in the future.

Here are some ways you can prepare for your ACAT assessment:

  • Allow for around 60-90 minutes for the assessment, which takes place in your home
  • Have you Medicare card handy
  • Put together a contact list of any health professionals who you see, such as your GP
  • Make a list of services you are currently accessing
  • Consider whether you’d like a support person, such as a family member, to accompany you during the assessment
  • You might like to make a list of any questions you have about aged care

What is the Commonwealth Home Support Program? How is it different from a Home Care Package?

The Commonwealth Home Support Program (CHSP) is an Australian Government-funded program that provides entry-level support services to older people who require some assistance to remain living independently at home. It provides support for daily tasks, such as domestic assistance, personal care, transport, and social support.

CHSP services are provided on a lower level than Home Care Packages. While Home Care Packages provide more extensive support and are tailored to the person’s individual needs, CHSP services are more general and may not meet the needs of seniors who require more intensive support.

To access CHSP services, you need to be assessed by the Regional Assessment Service (RAS), which determines the level of support you require, and the types of services that will be most beneficial to you. The RAS assessment is less comprehensive than an ACAT assessment for a Home Care Package.
