What is Supported Independent Living?

Supported Independent Living (SIL) is a NDIS support that helps people with disability live independently in the community. It’s designed for people who have higher support needs. A support worker will regularly visit your home to provide daily living supports like personal care, getting dressed, going shopping, cooking meals and doing your laundry. Participants also have an opportunity to learn skills that are important for everyday life.

Many NDIS participants access SIL while living in shared accommodation or a group home, though you can receive SIL while living on your own. SIL is funded under the Core Supports category of your NDIS plan.

What is the difference between SIL and SDA?

In Australia, Supported Independent Living (SIL) and Specialist Disability Accommodation (SDA) are both housing supports funded by the National Disability Insurance Scheme (NDIS). Both enable people with disability to live independently in the community, but do this in different ways.

SDA is specialist housing that is designed to support people with high support needs or extreme functional impairment. This could be shared supported accommodation, community residential units, or self-contained homes. To provide support, SDA properties are fitted with specialist housing solutions, such as ceiling hoists, ramps, extra wide doorways, special lighting solutions, wheelchair friendly benchtops, and emergency power back up in case of a black out.

SIL refers to the support services you receive from a support worker in your home, to help you live independently. It can include things like personal care, assistance with medication or transferring in and out of bed, help with cooking meals and housework, or learning basic skills that you need in everyday life. SIL is intended for NDIS participants who have higher support needs due to their disability, and require a significant amount of help throughout the week. To qualify for support, you must be able to demonstrate to the NDIA that you have significant support needs, and SIL is a ‘reasonable and necessary’ support in order for you to live an independent life in the community.

If you are eligible for both SDA and SIL in your NDIS plan, you will receive them as separate supports, which means you can choose one provider for your SDA home, and another to provide your SIL services. This ultimately gives you more control over your plan, and choice as to which NDIS providers you’d like to work with.

Is Supported Independent Living the same as a group home?

This enables a team of support workers and health professionals to provide one-on-one support in a warm and safe environment. Other benefits include meeting people and making friends, improving your mental health, socialising with others in group activities, learning how to make household decisions, increasing your independence and confidence as you move out of your family home, and enjoying both private spaces and shared living with others.

You can also access SIL if you are living in your own home, alone in a private rental, or in your family home, though there may be other NDIS housing solutions that are best suited to your needs.

How much does Supported Independent Living cost?

The amount of SIL funding you receive depends on the level of care you are approved for (e.g. whether you require standard care, intermediate care, or care for complex needs). This amount is also impacted by the time of day you receive support, the ratio of workers to residents in your group home, the area you live in, and your specific needs.

Your SIL provider will charge a certain amount to cover the cost of your SIL support. This amount is no more than the maximum prices outlined in the NDIS Pricing Arrangements and Price Limits, and should be covered by your funding, although you may be able to negotiate a lower price with your provider.

Keep in mind that SIL doesn’t cover costs such as your rent or mortgage repayments, utility bills such as water and electricity, the cost of food or other living expenses, recreation activities, the cost of running a vehicle, holidays or items that are already covered by other NDIS supports, such as mobility equipment and assistive technology. How do I apply for SIL funding?

SIL is funded under the Core Supports category of your NDIS plan. When applying for SIL, one of the first steps is to create a SIL funding submission that demonstrates that SIL is a ‘reasonable and necessary’ support to achieve your housing goals. This includes getting a functional assessment report done by an occupational therapist which shows the impact of your disability, why you are unable to access other types of housing, and what supports are required to help you achieve your housing goals.

If you are eligible for SIL, your funding will cover personal supports such as having a support worker help you with tasks like showering, transferring in and out of bed, grocery shopping, meal preparation, medication management and learning skills for daily life. You might be eligible to get funding to support lower needs (e.g. regular supervision), standard needs (e.g. active assistance for daily tasks 24 hours a day) or higher needs (e.g. continual and complex assistance).

Supported Independent Living funding doesn’t cover everyday living expenses, such as rent or mortgage repayments, paying a home, holidays, electricity, internet or phone bills, gas, food and necessities, home repairs, day to day living expenses, vehicle expenses, or items covered under other NDIS supports.
